Procedures for participation in training, exercise, educational and conference activities

The document outlines the flow of communications and the timing of the preliminary activity to standardize the procedures for the recognition of benefits provided for civil protection volunteers

Note of the Head of Department No. 10380 of February 27, 2024, addresses how volunteers are to be involved in civil protection activities (training, exercises, education, and conferences) promoted by regions, autonomous provinces, and national organizations.

The regulations aim to set a time definition that meets the needs of a preliminary activity and focuses mainly on three aspects: assessment of financial requirements, consistency with civil protection functions, and harmonization of the different projects. It consists of the following points:

  • Planning of activities. Times and methods of communication are indicated considering the period in which the organization plans to implement the initiative for which it intends to apply for the benefits provided by Legislative Decree No. 1/2018, Articles 39-40. In particular, the timeframe for submission of projects/initiatives sets September 30 as the deadline for submission of activities scheduled for the first half of the year, while, for activities planned for the second half of the year, the deadline is set for March 30 of the same year.
  • Preliminary activity, approval, or denial by the Department of Civil Protection. The outcome of the preliminary activity is provided via PEC up to 60 days before the starting date of the activity.
  • Deadlines for submitting the activation request and related documentation. The Department of Civil Protection must receive it within 45 days from the start of the activity.
  • Submission of the list of volunteers employed for the purpose of art. 39 recognition. This communication must be made to the Department of Civil Protection within 15 days after the closing date of the activities.
  • Times and methods for submitting refund requests. Please refer to the Directive of the President of the Council of Ministers of February 24, 2020, on “ Refunds due to public and private employers of volunteers, self-employed/self-employed volunteers and voluntary organizations for authorized civil protection activities.”

 

These provisions substitute the provisions of Note DPC/VOL/46576 dated 02/08/2011 on “Participation of voluntary organizations in training activities.”
